January 27, 2009 Minutes

1. Karen Higgs called the meeting to order at 3:04 and introduced guests.

2. Amy Whatley did a presentation asking for support for the Bobcat Ramble. A sign-up sheet for volunteers was passed around. This year there will be a competition to promote greater participation. The area or division that signs up the most volunteers will be recognized at the homecoming events.

2. Minutes were approved unanimously.

3. Treasurer•s Report • Toi Franks reported the balances: Foundation balance is $2,511; Staff Council account balance is $6,651. This includes the $1,000 we were holding for the budget giveback and a $1,500 reserve. The president has informed us that she will not be asking for the giveback this year.

4. Holiday Family • Gina reported that the response to the call for gifts was very positive. We had enough gifts for all of the Early College students and the vent was a huge success. The students made a thank you poster that was presented and passed around. One consideration if we plan to do it next year is that there will be 80 more Early College students next year.

5. Committee Reports

a.) Communication • Joe reported that he had been elected chair of the committee. The website has been launched as part of the new GCSU site and can be accessed at http://www.gcsu.edu/staffcouncil Content will have to be refined and a request for feedback and volunteers to help will go out via email before the next meeting.

The committee will go forward with Fridays at the Fountain, an idea put forward at the summer retreat. Delegates who volunteer on Fridays over the lunch break will be at an information table at the fountain, the food court, or the library atrium (in hot or inclement weather). A signup sheet to work the table will go out via email prior to next meeting.

b.) Campus Connections • Campus Connections volunteers has their first opportunity to meet with new employees at an orientation in January. Twenty new employees were present. So far no requests for mentors are pending. Delegates who volunteer to mentor make a 6 week commitment, takes the new employee on a tour of the campus, has lunch and is generally available to answer questions. A call for volunteers will go out when the first mentor request is received.

c.) Bylaws • In Lori Watson•s absence, Karen discussed bylaws revisions that will be presented once language is developed and refined. Changes include changing State Staff Council representative from past-chair to co-chair, removing division names so that bylaws revisions will not be necessary if the university institutes a divisional realignment, and ensuring that each division have a minimum of 2 delegates so that the entire commitment does not fall to 1 person.

d.) Elections -- Confusion over delegate terms means that we have to elect an additional delegate for the president•s division. The Council felt that since we were holding elections, we should vote on the minimum delegates bylaws change immediately.

Gina Peavy made a MOTION TO INCREASE THE MINIMUM NUMBER OF DELEGATES FOR ANY DIVISION TO 2. Liz Havey seconded. Discussion was that this was being done in order to get new delegates elected in time to serve a full term next year. The motion passed unanimously.

e.) State Staff Council • GCSU is hosting the state staff council conference in October. Spring is the time when most of the planning work will be completed. The committee meeting schedule will get busy then so committee members should be prepared.

6. Report from the Chair

a) Smoking policy • Karen reported that SGA had passed a policy proposal extending the non-smoking area of campus to 30 feet from all doors, windows or air intakes on university buildings. That proposal was presented to RPIPC for senate consideration. RPIPC is holding two Campus Policy Forums, one on Wednesday, January 28 at 4 p.m. and one on Wednesday, February 4 at 9 a.m. Both are in the A&S auditorium. Staff Council is represented on RPIPC with 4 members, and will weigh in on the policy through those members. All members are encouraged to attend the forums.

b) Health Survey • The Campus Wellness Planning Committee will be distributing an online health survey. Included in the survey will be the issue of a smoke free campus. All delegates are encouraged to complete the survey and encourage others in their units to take the survey.

c) Homecoming • Mandy announced a Decorate Your Office for Homecoming contest. She stressed that contest includes all workspaces and does NOT require an office.

Staff Council will again be included in the Homecoming parade. Delegates and colleagues are all encouraged to march in the parade. This year•s parade route differs from last and ends at the Centennial Center in time for the beginning of the Homecoming Game. Staff are encouraged to attend games and get in free with their Bobcat ID.

6. Announcements:

b) Greg Brown is chair of the Homecoming Parade committee. This year•s parade route differs from last and ends at the Centennial Center in time for the beginning of the Homecoming Game. Staff are encouraged to attend games and get in free with their Bobcat ID.

Staff Council will again be included in the Homecoming parade. Delegates and colleagues are all encouraged to march in the parade.

Meal Plans • Greg Brown reminded staff that the new discounts discussed in prior meetings have been instituted. Savings range from 35 to 45%. A summary:
